I faced this issue after the Oracle Home Clone.There are many cause of this issue. Please check the below.
1. Check the entry in /etc/oratab
SID=$ORACLE_HOME:Y
2.Make sure that sqlnet.ora contains this entry:
SQLNET.AUTHENTICATION_SERVICES = (ALL)
